ID pointers: Difficult to ID, so best guide is the food plant. Two-toned grey-whitish forewing with a scattering of small black dots.

Mine Comment: Yponomeuta padella (Orchard Ermine) larvae are leaf miners, but they’re famous for also creating large, communal silken webs (tents) on branches of hawthorn and blackthorn, first of all mining the leaves and then feeding gregariously within these webs, causing significant defoliation. So, while they are leaf miners, their web-building behaviour is their most distinctive feature, often mistaken for other leaf-feeding insects.
